FRANCIS TURCAN STADIUM RULES AND REGULATIONS

CHAPTER 1 – GENERAL PROVISIONS

ARTICLE 1: Purpose of the Regulations

Any person entering the stadium to attend a football match or any other event must comply with these internal regulations.

ARTICLE 2: Scope of the Regulations

These regulations apply to any person entering the Stade Francis TURCAN to attend a match of the Football Club de Martigues or any other event organized by the Municipality or by the Club.

ARTICLE 3: Commitment

Any person entering Stade Francis TURCAN agrees to comply with these regulations as well as the laws in force concerning safety in sports venues.

CHAPTER 2: CONDITIONS OF ACCESS TO THE FACILITY

ARTICLE 4: Conditions of Access to Stade Francis TURCAN

4.1 – Access Ticket

Access to Stade Francis TURCAN is strictly reserved for holders of a valid access ticket (ticket or season pass), which must be presented upon request. Specific areas (VIP boxes, press, official zones, technical zones) are accessible only upon presentation of special authorization.

4.2 – Minors

Minors under 12 must be accompanied by an adult holding a valid access ticket. The Club advises parents not to bring children under 5 to the stadium.

4.3 – Spectator Behavior

Any person visibly intoxicated, under the influence of illegal substances, or exhibiting disruptive behavior will not be allowed to enter the sports facility.

4.4 – Permanent Exit

Any exit from the stadium is considered final. Spectators who leave will not be allowed re-entry, even if they hold a valid access ticket.

ARTICLE 5: Security Checks

5.1 – Control Measures

Spectators must comply with security checks at the entrance, including pat-downs, visual inspection of bags, and, if necessary, passage through a metal detector.

5.2 – Refusal of Control

Any person refusing these checks will be denied entry to the stadium or immediately expelled if already inside.

5.3 – Vehicles

Access to parking areas around Stade Francis TURCAN may be conditioned on visual inspection of vehicles by security staff.

ARTICLE 6: Access Prohibitions

6.1 – Prohibited Persons

Access is denied to anyone:

Bags are subject to visual inspection during entry control.

6.3 – Pyrotechnics

Pyrotechnic devices, sparklers, torches and candles, flares, firecrackers, smoke bombs, rockets, strobe lights, and generally any pyrotechnic items that can cause accidents for the user or third parties are strictly prohibited.

CHAPTER 6: PUBLIC ORDER AND SAFETY MEASURES

ARTICLE 7: Security Measures

7.1 – Compliance with Instructions

Spectators must comply with security instructions and not disrupt events. Inappropriate behavior (verbal/physical violence, incitement to hatred) will result in immediate expulsion and, where applicable, legal action.

7.2 – Seating

Spectators must sit in the seat specified on their ticket and avoid standing in circulation areas or on stairs.

ARTICLE 8: Miscellaneous Prohibitions

It is prohibited:

8.1 – Substances and Products

Bringing explosive, flammable, volatile, or otherwise dangerous substances into the stadium is prohibited.

8.2 – Banners

For visibility, safety, and spectator comfort, banners are strictly prohibited in the stadium. Exceptions: under exceptional circumstances, a tolerance may be granted in active stands if:

ARTICLE 9: Video Surveillance

Spectators are informed that they may be filmed under a video surveillance system, with images potentially used for judicial purposes. Access to images is provided within 72 hours (Article 10, Law of 21 January 1995).

ARTICLE 10: Stadium Bans

The Sports Code provides for judicial and administrative stadium bans.

ARTICLE 11: Seat Assignment

Spectators must respect their assigned seats (block, level, row, seat) and follow staff instructions.

CHAPTER 4: USE OF CERTAIN AREAS

ARTICLE 12: Areas Reserved for Persons with Reduced Mobility

According to the departmental subcommittee for fire and panic safety in public facilities, 22 seats are reserved for persons with reduced mobility.

12.1 – Elevator Use

Elevators are reserved for persons with reduced mobility, persons with disabilities, and pregnant women.
Persons with disabilities access their designated seat via special entrances with a ticket reserved for disabled persons.
Accompanying persons must also hold a valid ticket.
A disability card may be requested to verify validity of access tickets.

ARTICLE 13: Parking

13.1 – User Responsibility

Parking around Stade Francis TURCAN is the responsibility of users. The Club is not liable for theft or damage to vehicles.

13.2 – Traffic Rules

ARTICLE 14: Smoking Ban

Users must comply with the decree of 15 November 2006 banning smoking in public collective spaces. Smoking, including e-cigarettes, is prohibited in the stadium.

CHAPTER 5: EVENT PROVISIONS

ARTICLE 15: General Provisions

For safety, parking in front of entrances, exits, and stairs during matches is strictly prohibited.

ARTICLE 16: Interrupted or Postponed Matches

Refer to the General Terms and Conditions of Sale. The Municipality and the Club are not responsible for schedule changes imposed by the Professional Football League or the French Football Federation.

CHAPTER 6: EMERGENCY MEASURES

ARTICLE 17: Evacuation

Evacuation of Stade Francis TURCAN is conducted in an orderly manner under security personnel instructions, with authorization from the prefectural or police authority. In their absence, instructions are given by event organizers.

ARTICLE 18: Lost Child

Lost children are taken to the Security Control Center in the official zone. After stadium closure, they are handed to the police authority present.

ARTICLE 19: Stadium Closure

In cases of overcrowding, disturbances, strikes, or any situation compromising safety, full or partial closure of the stadium and entry control may be enforced by any appropriate means.

ARTICLE 20: Accidents or Illness

Do not move or administer medicine to injured or ill persons before the arrival of medical personnel. Security services will direct emergency responders.

CHAPTER 7: ENFORCEMENT OF THE REGULATIONS

ARTICLE 21: Acceptance and Non-Compliance – Sanctions

Holding an access ticket constitutes tacit acceptance of the internal regulations. Non-compliance or refusal to follow instructions will result in denial of entry or expulsion, without refund, and possible legal action. Violations may also lead to refusal of future subscriptions or tickets for up to 18 months (Article L332-1, Sports Code).

ARTICLE 22: Non-Liability of the Municipality and Club

The Municipality and Club are not liable for accidents resulting from violations of these regulations by the public.

ARTICLE 23: Publication and Posting

These regulations will be published on the Municipality’s website and posted within Stade Francis Turcan.

ARTICLE 24: Appeals

Administrative or judicial appeals may be filed with the Administrative Court of Marseille within two months of publication, including via the “Télérecours citoyens” online platform.

ARTICLE 25: Execution

The General Director of Services of the Municipality of Martigues and the Departmental Director of Public Safety are responsible for enforcement of these regulations.
